A new kind of telephone service for inmates separated by distance from their friends and family is now offered from Pacific Telephone Company, or PTC.
When any new subscriber requests Pacific Telephone Company’s telephone service, an FX (Foreign Exchange) phone number is installed on their existing home phone line. This provides a local phone number for the inmate to call, no matter where the correctional institution is located. There is no change in the subscriber’s home phone line, as they can make and receive regular phone calls as usual.
Inmates use their Personal Access Code, or PAC, issued by the BOP when making calls to the subscriber, only they dial the new FX phone number instead of the subscriber’s existing number. The BOP Inmate Telephone System charges $0.06 per minute for all inmate calls to the FX number.
Once the call passes through the correctional facility’s SIS security monitoring facility and recorded as required by the BOP Program Statement 5264, it is transferred to the local telephone company’s central office. The local phone carrier routes the call through Pacific Telecom’s ICX (Interchange Carrier) Network Access Point. The call is then connected to a channelized network trunking system operated by ITB via major exchange access carrier transmission and on to the nearest Pacific Telecom Network Hub Point to the subscriber’s home.
Finally, the call is forwarded to the local phone company’s central office nearest to where the subscriber lives, and rings on the FX line on their home phone number.
Pacific Telephone calls cost as low as $0.06 per minute for network termination fees. A fifteen-minute phone call, for example, would run the subscriber $1.80 at a rate of $0.12 per minute. This is a significant reduction from a normal BOP call rate of $0.23 per minute which would cost $3.45 for a similar call.
Prepaid accounts are charged a monthly fee of $1.25 for each FX Telephone Number (FXTN) and $0.06 per minute for completed calls.
Any phone system can have an FX number installed, including cell phones, PCS telephone, home and office phones. Pacific Telephone rolls over any unused minutes at the end of every month and never charges a minimum usage fee.
